Role Overview

We are seeking an experienced and qualified QHSE Manager to oversee Quality, Health, Safety, and Environmental compliance across our multi-outlet restaurant operations in the UAE. The role will be responsible for developing and implementing standardized QHSE policies, maintaining food safety and HSE standards, ensuring compliance with UAE regulations and Dubai Municipality requirements, and driving continuous improvement across all outlets.

The ideal candidate will have extensive experience in restaurant or hospitality operations, strong technical knowledge of food safety and occupational health and safety, recognized professional certifications, and proven multi-site management capabilities. The role will also lead internal audits, risk assessments, incident investigations, corrective action plans, and staff training, while monitoring QHSE performance and reporting key findings and improvement initiatives to senior management.

The successful candidate will play a key role in fostering a strong culture of food safety, workplace safety, regulatory compliance, and operational excellence across the group.

Key Responsibilities

• QHSE Strategy & Compliance: Develop, implement, and maintain standardized Quality, Health, Safety, and Environmental policies, procedures, and systems across all restaurant outlets.
• Regulatory Compliance: Ensure compliance with UAE food safety regulations, Dubai Municipality Food Code, and applicable occupational health, safety, and environmental legislation.
• Food Safety Management: Oversee food safety systems, HACCP implementation, allergen management, hygiene standards, food handling practices, and contamination prevention across all outlets.
• Multi-Site Audits & Inspections: Conduct regular internal audits, outlet inspections, and compliance assessments to identify risks, monitor standards, and ensure consistent implementation of QHSE procedures.
• Risk Assessment & Incident Management: Lead risk assessments, incident investigations, root cause analysis, and the implementation of preventive and corrective actions.
• Corrective & Preventive Actions (CAPA): Monitor audit findings and non-conformities,ensuring timely closure of corrective actions and sustainable improvements across all locations.
• Health, Safety & Environment: Establish and monitor workplace safety procedures, emergency preparedness, fire safety, accident prevention, and environmental management practices.
• Training & Development: Conduct and coordinate food safety, hygiene, and HSE training for restaurant managers, chefs, Persons in Charge (PICs), and food handlers, ensuring compliance with applicable Dubai Municipality training requirements.
• Regulatory Inspections: Coordinate with relevant UAE authorities during inspections, audits, and compliance assessments, ensuring documentation and operational standards meet regulatory requirements.
• QHSE Performance & Reporting: Develop and monitor QHSE KPIs, analyze audit results and incident trends, prepare performance reports, and present improvement plans to senior management.
• Quality Assurance & Continuous Improvement: Identify operational risks and improvement opportunities, implement best practices, and drive consistent quality and compliance standards across all restaurant operations.
• Leadership & Stakeholder Management: Work closely with Operations, Culinary, HR, and other departments to embed a strong culture of food safety, workplace safety, accountability, and continuous improvement.

Qualifications and Experience Requirements

A qualified QHSE professional with extensive multi-site restaurant experience, strong UAE regulatory knowledge, recognized food safety and HSE credentials, and the ability to translate compliance requirements into practical operational standards.

• Educational Qualification: Bachelor's degree in food science, Food Technology, Microbiology, Environmental Health, or a related field.
• Professional Experience: Minimum 7–10 years of experience in QHSE, food safety, or quality assurance, preferably within a restaurant chain or hospitality group.
• Management Experience: Minimum 3–5 years in a managerial role overseeing multiple restaurant outlets.
• Certifications: HACCP Level 3 & 4, ISO 22000 Lead Auditor, and NEBOSH IGC or equivalent HSE qualification. ISO 9001, ISO 14001, and ISO 45001 certifications are preferred.
• Regulatory Knowledge: Strong understanding of UAE food safety regulations, Dubai Municipality Food Code, and applicable occupational health, safety, and environmental requirements.
• Technical Competencies: Experience in internal audits, risk assessments, incident investigations, allergen management, food safety systems, CAPA, emergency preparedness, and regulatory inspections.
• Multi-Site Management: Ability to implement standardized QHSE policies, conduct outlet inspections, monitor compliance, and ensure timely closure of corrective actions across all restaurants.
• Training and Leadership: Dubai municipality approved internal trainer ,ability to train and guide restaurant managers, chefs, PICs, and food handlers while promoting a strong food safety and safety culture.
• Reporting and Performance: Competent in preparing audit reports, monitoring QHSE KPIs, analyzing trends, and presenting performance and improvement plans to senior management.
