Job Description:

What’s the role

The DXB Aviation Site Manager is responsible for leading the safe, compliant, and efficient day-to-day aviation refuelling operations at Dubai International Airport (DXB). The role ensures reliable aircraft refuelling services, delivers HSSE and operational performance targets, manages airport operational resources and assets, and maintains strong relationships with customers, airport authorities, contractors, and joint venture partners, while strengthening Shell’s reputation as the industry-leading safety partner among airport stakeholders and the wider aviation community.

What you’ll be doing

You will be directly responsible for ensuring safe, efficient and compliant day-to-day operation at the airport by ensuring safe and on-time refuelling of customer aircrafts in a cost-efficient manner. You will ensure the effective implementation of country Health, Safety, Security & Environment (HSSE) programs and policies including Shell Aviation (SAV) annual HSSE plan and achieving HSSE Key Performance Indicators (KPIs). Other tasks include but are not limited to:

  • Manage costs and budget performance by closely monitoring all operational expenses, keeping overall spend within budget, and maintaining Point of Sale (POS) costs within plan to maximize operational value.
  • Ensure full compliance of Dubai International Airport operations with Shell standards (Shell Airport Operations Manual (SAOM), Shell Aviation Quality Assurance Manual (SAQAM), Shell Aviation Maintenance Manual (SAMM), and Safety, Environment, and Asset Management (SEAM) standards, Dubai Airport regulations, and UAE law, implementing any changes immediately to maintain the license to operate.
  • Maintain accurate sales data and KPI’s by ensuring timely capture and transmission of sales data for invoicing, achieving data-capturing KPIs through zero-error performance and Right First Time behaviours.
  • Oversee asset reliability and engineering support through a robust preventive maintenance program, timely defect reporting and root-cause resolution, optimal aviation spare inventory management and replenishment, and engagement with Shell Aviation regional and global engineering teams for recurring defects and design issues.
  • Manage operational resources and business continuity by administering 3rd-party manpower contracts cost-effectively, addressing staff concerns in coordination with contractors, regularly reviewing and optimizing manpower and equipment requirements, updating traffic surveys, fleet optimization, blackspot maps, and other dashboard tools.
  • Drive operational excellence and digitalization by supporting continuous improvement initiatives with the Country Operations Manager (COM), applying operations excellence tools, championing adoption and optimization of i6 and related digital platforms, and serving as the single operational focal point for throughput locations.
  • Strengthen stakeholder engagement and business growth by maintaining positive relationships with Dubai Airport stakeholders through meetings, safety campaigns, safety days, and other sessions, enhancing Shell’s safety leadership position with COM, supporting growth opportunities through market intelligence and operational capacity insights with COM and Airport Optimiser (AO), and sharing DXB Aviation best practices locally, regionally, and globally.
  • Lead safety culture and people development by promoting proactive reporting of Potential Incidents (PIs), Near Misses (NMs), and safety observations through Sphera; ensuring prompt reporting, investigation, root-cause analysis, and corrective actions for incidents and accidents with Regional HSSE support; and providing visible leadership, coaching, and development opportunities to build a high-performing team focused on safety, operational excellence, accountability, and continuous improvement.
  • Support on future airport transition operations projects to Al Maktoum International (DWC).

What you bring

  • Sound operational and technical knowledge of aviation fuel operations, including Into-Plane activities, airport operations, and joint venture environments, with a strong understanding of industry standards and best practices.
  • Strong analytical skills with the ability to assess complex operational data, identify trends and risks, and translate insights into practical actions and sustainable business improvements.
  • Strong understanding of HSSE principles, methodologies, and risk management frameworks, with proven capability to implement, sustain, and continuously improve HSSE, and compliance standards within a complex operational environment.
  • Demonstrated leadership capability with strong people management skills, including the ability to lead, motivate, develop, and inspire diverse, multicultural teams to consistently deliver safe and high-performing operational outcomes.
  • Experienced operations professional, possessing the drive, communication skills, and commercial awareness and preferably, an Engineering qualification.
  • Proven ability to establish, maintain, and leverage effective relationships with a broad range of internal and external stakeholders, including customers, airport authorities, joint venture partners, and contractors.
  • Exceptional verbal and written communication skills in English, with the ability to communicate clearly, influence stakeholders effectively, and engage audiences at all levels of the organisation and industry.
