Job Purpose

Join our Group Security team, where you will contribute to maintaining the highest standards of security across the Emirates Group. Our diverse security units include Security Training, Group Security Command Center, Airport Security Unit, Crime Prevention & Investigation Unit, Threat & Risk Assessment Unit, Aviation Security Compliance, Assurance & Regulation, and Business Support Unit—all working together to develop and implement comprehensive security strategies.
If you are passionate about security, risk management, and operational excellence, we invite you to apply and be a part of the Emirates Group Security team. With opportunities across various specialized units, you will gain exposure and contribute to cutting-edge security practices.

Reporting to the Manager Security Regulatory Affairs, the AVSEC Controller - Regulatory Affairs, you will provide oversight and coordination of Emirates Group’s Aviation Security (AVSEC) regulatory compliance, ensuring alignment with applicable State, international, and industry requirements, including GCAA obligations and IOSA standards, while acting as the primary point of contact for AVSEC regulatory affairs.

In this role you will:

  • Monitor and coordinate the maintenance of Emirates’ Security Policy, Aircraft Operator Security Programme (AOSP), and Supplementary Station Procedures (SSPs), ensuring they remain current, accurate, and aligned with international aviation security standards and applicable regulatory requirements.
  • Validate alignment between the General Civil Aviation Authority (GCAA), National Civil Aviation Security Programme (NCASP), and Emirates operations, ensuring adherence to national regulatory obligations and international aviation security requirements.
  • Act as the AVSEC regulatory focal point, coordinating with internal and external stakeholders to support regulatory alignment, facilitate the implementation of security requirements, and ensure Emirates operations remain aligned with applicable aviation security regulations and standards.
  • Monitor and track AVSEC Regulatory Affairs activities, submissions, and deliverables, ensuring effective coordination and timely follow-up. Support a balanced approach to regulatory requirements and operational needs, while promoting consistent information sharing across EGS and the Emirates Group.
  • Coordinate with stakeholders to ensure aviation security requirements are incorporated into operational processes, procedures, and training, while providing regulatory guidance to support secure and efficient operations across Emirates destinations.
  • Promote aviation security awareness through stakeholder engagement, communications, and guidance, supporting the consistent application of security requirements and escalating risks or non-compliance issues as appropriate to maintain operational continuity.
  • Monitor and coordinate audit, inspection, and exercise activities, working with relevant stakeholders to ensure readiness for regulatory and industry assessments, including IOSA, ISAGO, and CTPAT, and timely closure of associated requirements.

Qualification

To be considered for the role, you must meet the below requirements:

  • Hold a completed Degree or Honours qualification (12+3 or equivalent).
  • Bring a minimum of 5 years' experience in aviation security, security management, or related roles within public and/or private sector organisations, supported by relevant aviation security certifications, training, or professional designations.
  • Possess sound knowledge of international aviation security standards, legislative frameworks, and regulatory requirements, with the ability to interpret and apply legislation, regulations, policies, and other governance frameworks.
  • Demonstrate knowledge of airline, airport, air cargo, screening, ground handling, or other aviation operations.
  • Demonstrate experience engaging and managing stakeholders, including government authorities, industry partners, and internal business functions.
  • Demonstrate the ability to develop and deliver briefings, presentations, and strategic recommendations to senior leadership in fast-paced and dynamic environments.
  • Possess strong written and verbal communication skills, with excellent critical thinking, analytical, and decision-making capabilities.
  • Demonstrate flexibility and adaptability, with the ability to respond effectively in dynamic environments.
  • Be able to work both independently and collaboratively while building effective relationships with internal departments, aviation stakeholders, and government entities.

You will have an edge if you:

  • Bring experience within airlines, airports, screening authorities, or civil aviation authorities.
  • Demonstrate experience developing security programmes, policies, and strategies.
  • Demonstrate experience conducting oversight activities and audits.
  • Bring experience working in international and multicultural environments.
  • Possess knowledge of International Air Transport Association (IATA) Operational Safety Audit (IOSA) standards and recommended practices.
  • Possess knowledge of International Civil Aviation Organization (ICAO) Annexes and associated guidance material.
