Manage key supplier relationships, optimize sourcing processes, and mitigate risks from market volatility. Strategy

• Contribute to the development and implementation of the Procurement and Contract section’s strategy, ensuring that it is translated into annual business and operational plans for the section.
• Formulate and monitor the effective implementation of the section strategy and relevant tactics, in line with the department and division overall strategy, ensuring that the organization’s vision, mission, and strategy are properly cascaded down to the different elements of section.

Budget and Financial Monitoring

• Provide inputs and support the preparation, consolidation and monitoring of the annual budget of the department in coordination with the Department Head and the finance team.

• Common Accountabilities
• Supervise operational excellence improvement initiatives and motivate employees to constantly identify areas for improvement on systems, processes and practices taking into account international leading practices, in order to continuously enhance the organizational effectiveness and business performance.
• Drive the development and oversee the implementation of policies, systems, processes, procedures and controls within the section in order to ensure that all activities within the section are conducted in line with any relevant compliance, risk, audit, cybersecurity and regulatory requirements.
• Ensure the full compliance with Local Content policies and regulations in all processed transactions and provide required periodic reports as defined in the related policy.
• People Management
• Provide strategic direction to the direct reporting roles, guide, set priorities and objectives that will be cascaded to the lower levels, while managing their performance, and providing ongoing support and feedback, to ensure the achievement of the short- and long-term business goals.
• Coordinate the activities of the direct reporting roles to ensure that all operational plans are carried out efficiently, in line with the annual organizational targets, policies and procedures.
• Oversee the successful implementation of the talent management related activities for the Section (e.g. PMS, trainings, etc.), providing inputs to the Human Capital and approvals as required (e.g. annual leaves, etc.).

Supplier Selection and Management

• Identify, evaluate, and select suppliers based on criteria such as quality, cost, delivery, and service standards.
• Develop and nurture strategic relationships with key suppliers to foster innovation, continuous improvement, and competitive advantage.
• Conduct regular performance evaluations and audits of suppliers, ensuring adherence to agreed-upon standards, and implement corrective actions when necessary.
• Ensure implementation of the Local Content policies ad regulation related to supplier development programs as well as giving preference for the local suppliers including SMEs preference.

Cost Optimization and Value Delivery

• Implement cost-saving initiatives and value engineering strategies to enhance financial performance across the procurement portfolio.
• Conduct detailed spending analysis and market research to identify trends, opportunities, and risks, leveraging findings to optimize procurement strategies.
• Continuously seek and implement opportunities to optimize supplier pricing and contract terms without compromising quality or timelines.

Contract Negotiation and Management

• Lead negotiations with suppliers to secure favorable terms, pricing, and conditions that align with company objectives.
• Develop and manage comprehensive contract management frameworks to ensure compliance with legal, regulatory, and organizational standards, mitigating risks and maximizing value.
• Oversee the contract lifecycle, including drafting, negotiation, execution, and renewal, ensuring all contracts meet legal requirements and performance expectations.

Procurement and Contracting Services

• Ensure the efficient processing of purchase and contract requisitions in line with company regulations, meeting end-user specifications and business objectives.
• Verify contract documentation for clarity of scope, deliverables, and timelines, ensuring alignment with project and business needs.
• Resolve contract disputes through negotiation, securing mutually beneficial agreements for both the company and suppliers.
• Ensuring the consideration of the Local Content Policies and regulations in all contractual terms and conditions as well as the evaluation criteria.

Risk and Compliance Management

• Develop and enforce robust procurement policies and procedures to ensure compliance with internal controls, legal regulations, and ethical standards.
• Maintain accurate, comprehensive records for all procurement activities to ensure transparency, accountability, and audit readiness, addressing any discrepancies or issues promptly.
• Identify procurement risks and implement strategies to mitigate them, ensuring smooth operations and regulatory compliance.

Procurement Strategy and Reporting

• Define and implement procurement strategies for various categories, analysing risks and identifying appropriate strategic levers.
• Review tender evaluation reports, ensuring alignment with RFP requirements, government regulations, and the procurement process.
• Prepare timely and accurate departmental reports to meet business needs and ensure alignment with organizational policies including the periodic reports of the Local Content complaince.

Budget Management

• Contribute to the development of the procurement budget, ensuring that all operational expenses are accurately reflected and accounted for.
• Monitor financial performance against the set budget, identifying and rectifying variances while capitalizing on performance improvement opportunities.
• Ensure alignment between procurement activities and financial goals through detailed budget management, forecasting, and cost analysis.
