About Fanatics Momentum
Fanatics Momentum is building the UAE's leading regulated commercial gaming operator. Licensed by the General Commercial Gaming Regulatory Authority (GCGRA), we operate across lottery, iGaming, sportsbook, and digital content, combining Momentum's regional foundation with Fanatics' global product, technology, and scale. Job Summary

The Senior Compliance Monitoring Technology Manager is responsible for leading the development, implementation and ongoing delivery of technology-focused compliance monitoring across the Momentum Group (Momentum). Through the monitoring of key technology compliance controls, establishment of reporting metrics, and close collaboration with stakeholders on technical matters, the role will help embed a strong culture of compliance and ethical conduct within a technology-focused organisation.

Reporting Line

The role reports to Momentum’s Head of Compliance Monitoring.

Key Responsibilities

1. Lead compliance monitoring of relevant technology-related activities across the organisation as part of the Compliance Monitoring Programme (CMP), including:

  • developing, maintaining and executing technology-focused monitoring across the Momentum Group;
  • designing, building and executing technology compliance monitoring tests aligned with the Executive Regulations and other relevant regulatory requirements and industry standards;
  • assessing Momentum’s compliance with documented internal processes, external standards and regulatory requirements;
  • conducting monitoring activities in a structured, consistent and risk-based manner;
  • identifying findings, potential implications and high-level remediation considerations for technology stakeholders; and
  • collaborating effectively with subject matter experts while maintaining independent professional judgement and providing constructive challenge;
  • setting clear expectations for Technology teams to develop and own remediation plans, with identified issues tracked through to resolution.

2. Lead the coordination, consolidation and reporting of technology compliance monitoring outcomes, including:

  • ensuring monitoring findings and conclusions remain evidence-based and are revised only where sufficient evidence supports an alternative conclusion;
  • collating and consolidating monitoring results, thematic issues and findings across the Momentum Group; and
  • leading escalation where material compliance issues or systemic control weaknesses are identified.

3. Support risk assessment and programme refinement activities arising from compliance monitoring, including:

  • analysing CMP findings and outcomes to assess the adequacy and effectiveness of existing controls;
  • supporting updates to risk assessments and risk ratings based on monitoring outcomes and emerging risk themes; and
  • leading the annual review and refresh of the technology component of the CMP to maintain alignment with regulatory expectations, business activities and Momentum’s risk profile.

4. Lead the continuous improvement of the technology component of the CMP by maintaining up-to-date knowledge of regulatory, technological and industry developments across the iGaming and lottery sectors, ensuring relevant changes and emerging risks are identified and incorporated into monitoring coverage, methodology and activities in a timely manner.

5. Conduct continual horizon scanning of technology developments, evaluating emerging technologies, automation, artificial intelligence and data analytics for their potential to enhance compliance monitoring, regulatory assurance, risk identification and management information.

6. Contribute to embedding a compliance- and ethics-focused culture across the Momentum Group by:

  • promoting awareness of regulatory obligations through insights arising from compliance monitoring;
  • working collaboratively with internal stakeholders to reinforce ownership of compliance controls; and
  • supporting initiatives that strengthen accountability, transparency and ethical conduct across the business (including but not limited to Compliance Monitoring system implementation).

Experience, Knowledge and Qualifications

  • A minimum of seven years’ experience in compliance monitoring, control self-assessment or audit within the gaming industry or another highly regulated sector.
  • Strong knowledge of gambling regulatory frameworks. Experience working in a testing laboratory and/or in jurisdictions where gambling technology requires regulatory approval would be advantageous.
  • Strong knowledge of technology systems and the software development lifecycle.
  • Demonstrated ability to communicate complex technical concepts clearly to technical and non-technical internal and external stakeholders.
  • Excellent written and spoken English.
  • Strong leadership skills, with the ability to foster a collaborative and high-performing team culture.
  • Bachelor’s degree in a relevant discipline, such as Computer Science, Computer Engineering, Risk Management or a related field.
  • Ideally, a relevant professional qualification or certification in technology audit, regulatory compliance, information systems, risk or governance, such as CISA, CRISC or an equivalent qualification.

Key Capabilities

  • Independent, evidence-based professional judgement and the confidence to provide constructive challenge.
  • Strong analytical skills and the ability to translate regulatory and technical requirements into practical monitoring activities.
  • Effective stakeholder management, with the ability to work collaboratively while maintaining the independence of the Compliance Monitoring function.
  • Sound judgement in identifying, evaluating and escalating material compliance issues and systemic control weaknesses.
  • A continuous-improvement mindset, with an interest in the responsible use of technology, automation, AI and data analytics in compliance monitoring.
