Senior Engineer - Implementation

Job Description

1. Project Delivery & Site Implementation

• Manage assigned parking projects throughout implementation and deployment stages.

• Coordinate site activities, implementation works, inspections, testing activities, and project close-out requirements.

• Ensure implementation activities are completed according to approved scope, drawings, technical requirements, schedules, and budgets.

• Monitor project milestones, progress, risks, issues, and dependencies and recommend corrective actions when required.

• Ensure implementation activities are performed in accordance with approved methods, company standards, and authority requirements.

2. Public Parking & RTA Projects

• Lead implementation activities relating to annual parking conversion programs and public parking expansion initiatives approved by RTA and Parkin.

• Support implementation of annual parking conversion program and public parking projects.

• Coordinate deployment of parking infrastructure, signage, pavement markings, payment systems, cameras, and supporting assets.

• Conduct site verification and readiness inspections prior to operational activation.

• Resolve implementation issues affecting public parking sites and coordinate corrective actions.

3. Developer & Development Projects

• Ensure implementation obligations arising from developer agreements, development projects, and parking operating arrangements are fulfilled prior to operational activation.

• Coordinate implementation activities related to developer projects and development areas.

• Review site readiness and project requirements before operational activation.

• Coordinate with developers, consultants, contractors, and community-management entities.

• Verify compliance with project obligations, approved layouts, technical requirements, and handover requirements.

4. Commercial Sites & Facilities Coordination

• Assess commercial parking sites requiring operational or infrastructure modifications.

• Coordinate implementation activities associated with commercial developments and operating locations.

• Monitoring facilities and site-related requirements impacting parking operations.

• Coordinate required actions with stakeholders to ensure operational readiness.

5. Utilities & Infrastructure Coordination

• Coordinate utility-related activities affecting project implementation.

• Monitor infrastructure interfaces, relocations, service conflicts, and authority requirements.

• Escalate infrastructure and utility issues impacting project delivery.

• Verify completion of utility requirements prior to site activation.

6. Tendering & Procurement Support

• Prepare scopes of work, technical specifications, bills of quantities, implementation requirements, and RFP documentation for assigned projects.

• Support procurement activities relating to implementation contracts and services.

• Review technical submissions and contractor proposals.

• Lead contract kick-off activities, implementation planning reviews, and contractor mobilization processes.

• Review variation requests and contractual claims and recommend appropriate actions.

7. Technical Evaluation

• Conduct technical evaluations of contractor, supplier, and consultant submissions.

• Review implementation methodologies, resource plans, project schedules, and technical approaches.

• Prepare technical evaluation reports and recommendations.

• Support financial evaluation activities in coordination with Procurement and Finance.

8. Contract Administration

• Monitor implementation contracts and service-provider performance.

• Verify compliance with contractual obligations and approved deliverables.

• Review contractor performance, deliverables, progress claims, and variation requests.

• Support contract-performance reporting and contractor assessments.

9. Operational Readiness, Testing & Handover

• Coordinate operational readiness activities for assigned projects.

• Verify readiness of signage, parking meters, payment systems, enforcement systems, cameras, road markings, and other parking assets.

• Coordinate testing, commissioning, inspections, snagging, and defect resolution activities.

• Prepare handover documentation and readiness reports.

• Recommend projects for operational activation and formal handover.

10. Systems, Reporting & Fadra

• Maintain project information, implementation records, inspection findings, approvals, contractor documentation, and progress reports through Fadra and approved corporate systems.

• Monitor project KPIs and implementation performance indicators.

• Prepare periodic project performance reports and status updates.

• Ensure accurate documentation and record management.

DECISION MAKING

• Approve operational and technical implementation activities within delegated authority.

• Recommend corrective actions, contractor interventions, readiness approvals, and implementation solutions.

• Endorse technical reviews, implementation reports, and handover recommendations.

• Escalate contractual, financial, authority-related, safety, or project risks requiring management intervention.
