Position Overview

The Project Manager / Data Lead – Digital Transformation is a mid-level, multi-disciplinary role responsible for managing the delivery of digital transformation projects, leading data-related workstreams, and driving change management and user adoption across those initiatives. The role plans, coordinates, and tracks project delivery end-to-end; owns data quality, data migration, reporting, and data governance activities; and leads stakeholder impact assessment, communications, training coordination, and adoption tracking to ensure changes are successfully embedded. It works closely with the PMO, enterprise/solution architects, application teams, and business and clinical stakeholders to ensure projects are delivered on time, within scope, with well-governed data, and with strong end-user adoption.

1.Project Planning and Delivery

  • Develop and maintain project plans, schedules, resource plans, and budgets for assigned digital transformation projects.
  • Define project scope, deliverables, milestones, and success criteria in collaboration with sponsors and stakeholders.
  • Track project progress, manage risks, issues, dependencies, and change requests, and escalate as needed.
  • Coordinate cross-functional project teams including IT, clinical, vendor, and business resources.
  • Prepare and present regular project status reports, dashboards, and steering committee updates.
  • Ensure projects follow the organization's PMO methodology, governance, and documentation standards.

2. Stakeholder and Vendor Coordination

  • Act as the primary point of coordination between business/clinical stakeholders, technical teams, and vendors for assigned projects.
  • Facilitate project meetings, workshops, and decision-making sessions.
  • Manage vendor deliverables, timelines, and SLAs related to assigned projects, escalating performance issues as needed.
  • Support change management and user-readiness activities, including training coordination and communication plans.

3. Change Management

  • Lead change management planning and execution for assigned digital transformation and data initiatives.
  • Conduct stakeholder impact assessments to identify affected user groups, workflows, and readiness gaps.
  • Develop and execute change management plans covering communications, training, and adoption activities.
  • Design and deliver end-user communications, FAQs, and awareness materials to support project rollouts.
  • Coordinate training needs analysis and training delivery schedules with application and clinical teams.
  • Identify resistance points and change risks, and work with sponsors to develop mitigation actions.
  • Track adoption metrics and user readiness indicators, and report on change progress to project leadership.

4. Data Leadership and Governance

  • Own data quality, data readiness, and data governance activities for assigned digital transformation projects.
  • Define and enforce data standards, naming conventions, and data validation rules across project workstreams.
  • Lead data profiling, cleansing, mapping, and migration activities for new systems and integrations.
  • Coordinate with enterprise/solution architects to ensure data designs align with enterprise data architecture and master-data standards.
  • Support master data management (MDM) activities for clinical, operational, and financial data domains.

5. Reporting and Analytics Support

  • Define reporting and analytics requirements for projects, working with business intelligence and application teams.
  • Validate report and dashboard outputs for accuracy, consistency, and completeness prior to go-live.
  • Support the design of KPIs and performance dashboards used to track project and post-implementation outcomes.

6. Data Privacy, Security and Compliance

  • Ensure project data-handling practices align with the Personal Data Protection Law (PDPL) and applicable data-localization requirements.
  • Coordinate with cybersecurity and compliance teams to apply appropriate data access, privacy, and security controls.
  • Support data-related aspects of compliance with NPHIES, CBAHI, and other applicable Saudi healthcare and regulatory requirements.

7. Testing, Go-Live and Stabilization

  • Coordinate data validation, reconciliation, and sign-off activities during UAT, cutover, and go-live.
  • Support post-go-live data stabilization, issue resolution, and hypercare activities.
  • Track realization of project and data-quality outcomes after implementation.

8. Continuous Improvement and Knowledge Sharing

  • Document lessons learned, data-quality findings, and reusable project and data artifacts.
  • Share best practices in project delivery and data management with the wider PMO and Digital Transformation team.
  • Support the onboarding and guidance of junior project coordinators or data analysts as needed.

Requirements

  • Bachelor's degree in Information Technology, Computer Science, Business Administration, Health Informatics, or a related discipline.
  • 5–8 years of experience in project management, with meaningful exposure to data management, migration, or reporting workstreams.
  • Experience managing IT or digital transformation projects, ideally within healthcare or another regulated industry.
  • Working knowledge of data quality, data migration, and master data management concepts and practices.
  • Familiarity with reporting and BI tools (e.g., Power BI, Oracle Analytics, or equivalent).
  • Understanding of Saudi data privacy and healthcare regulatory requirements, including PDPL.
  • Practical experience applying change management approaches (e.g., ADKAR, Kotter, or equivalent) on IT or transformation projects.
